A consortium venture between English Partnerships, Peterborough City Council and Allison Homes; who are part of the Kier Group of Companies, has been established for over 40 years and is widely regarded as Lincolnshire's premier house builder.
Project Description:
Feasibility cost studies for the whole East Embankment development. This comprised:
- Waterside housing
- Marine and related uses (200-250 berths)
- Hotel/ pub
- Other commercial uses
- Reserve sites
- Recreation ground
- Wild foul/ wildlife reserve
The proposed development comprises two phases.
Phase 1
In the Northern part, a housing allocation of 550 dwelling units of 1, 2, 3 and 4 bed dwellings.The total residential floor area is 395,110 sq ft.
A substantial demolition, remediation and filling operation is proposed to deal with the 'brownfield' former sewage treatment works.
In addition piled foundations are envisaged for all residential blocks.
The constraints and infrastructure that needed consideration consisted of: access improvements - traffic signals and mini roundabout; foul drainage; utilities connections; flood plan; noise fence extending up to the parapet walls; remediation and filling - demolition of former sewage works capping with a layer of clay and infilling to raise levels. Also infilling of the area to the flood plain within the marsh area for which a flood study was undertaken. The sewage works site and filled area to the south is protected from the river flooding by raised ground levels.
There was an agreement with the Environmental Agency to compensate for the proposed infilling of the flood plain/ marsh area by undertaking works at the downstream Dog in Doublet flood gates to, allow remote operation by telemetry in times of flood. This will allow greater volumes of floodwater to pass downstream into the tidal section of the river, prior to closing the gates.
Henry Riley was involved in the feasibility stage only as the marina and waterside development has subsequently been placed on indefinite hold. The phase 1 development has been partially continued by another company from the Kier Group without involving Henry Riley LLP, as they are able to provide their own cost management services.
Phase 2
A marina with 250 berths to include access pontoons and an open connection to the river. Also included are boat drainage pump out facilities, a refueling point, power supplies and a boat lift-out point.
Proposed works also to include; 120 room hotel on 5 floors including a restaurant and bar; pub/restaurant on 2 floors (5000 sq ft.); retail space including café plus chandlery (10,000 sq ft); southern part of residential allocation 540 dwellings; boat yard (6,250 sq. m); fixed pedestrian/cycle way bridge over marine access; shallow landscaped ponds; access via the residential development in Phase 1.
Constraints and infrastructure considerations for the proposed marina and associated developments are: foul drainage; surface water drainage; gas supply; electrical supply; water supply; telecom; flood plain; excavation of the marina basin and lowering of levels adjacent to the basin associated with phase 1 which will increase the overall volume of flood storage available and reduce the flood risk to the city; noise fence extending up to the parapet walls; landfill issues.
