MES&T (230) Building, Samlesbury

Cost Consultancy

This project incorporates the development and construction of a new Materials Engineering Support and Test (MES&T) Facility at the BAE Systems site in Samlesbury.

The location selected for the development is the site of a former boiler house and is adjacent to existing production facilities. Outline planning approval was granted in May 2007 under a site wide Masterplan Application and reserved matters consent for the MES&T was granted in May 2008. The facility has a gross internal area of circa 960m2 and is a mixture of state-of-the-art laboratories, workshops and offices.

The project accommodates a new Philips scanning electron microscope (SEM) and includes fit-out works incorporating fixtures, fittings and furniture for offices, labs and workshops.

New Reception Building, Gatehouse and On Site Road Works, Samlesbury

Cost Consultancy

Henry Riley was appointed as the Cost Consultant to provide both Pre and Post Contract services on this programme critical project.  The decision was taken to negotiate a fixed price sum with a Contractor already involved with other works on the Client's site. This decision was taken in order to expedite the procurement process.

The old entrance, operational since the site opened in 1939, was closed in parallel with the opening of the new site entrance. This was an historic moment in the site's history, with the unique design of the reception representative of BAE Systems' standing as a premier global defence, and aerospace company. The project comprised a new contemporary bespoke reception building, gatehouse building, site entrance and existing on-site road improvements, new perimeter security works and associated landscaping.

Samlesbury & Warton, MES&T Facility, Relocation Project

Cost Management

As part of the ongoing transformation of the Samlesbury site, BAE Systems has invested in a new MES&T (Materials Engineering Support and Test) facility.  The facility will allow around fifty MES&T engineers to be co-located.

This project involved:

  • Major HVAC upgrades and alterations.
  • Building fabric new suspended ceiling systems, partition changes, doorways and brick work alterations.
  • Full refurbishment of existing workshops including painting walls, ceilings asbestos removal and, replacement flooring systems.
  • Relocation of plant & equipment, lab and office furniture and all associated services works.
  • Removal of redundant plant and equipment with their associated services.
  • Office and workshop lighting and switching alterations.
  • M&E services upgrades and alterations.

Samlesbury - Section 278 works

Cost Management

Henry Riley was appointed to provide advice on costs, reasonably and properly incurred, under the Lancashire County Council (LCC) contract and specifically to:

  • Advise BAE Systems on a monthly cash profile.
  • Advise BAE Systems on costs being charged against the contractors' contingency due to additional work required on site.

Provide a written statement to BAE Systems on the agreed expenditure contained within the certified LCC valuation.
