Athenaeum Developments Limited - Stockton Surgery and Pharmacy
Project Description:
The project comprised the construction of a doctors' surgery finished to a high standard and a pharmacy shell development together with all associated infrastructure works, permanent car parks, highway alterations and statutory services diversions. The project included a full fit out to PCT specifications. The gross floor area of the main surgery was circa 1,100m2 with a pharmacy of 100m2. Our appointment, apart from the feasibility, cost plan and design development was also the Bank Monitoring Surveyor for Svenska. On-site consultancy covered project management, valuations, payment and the usual cost consultancy roles, coupled with tenant (PCT) liaison under the employer's agent role.
Sustainability:
- Although not BREAAM rated, the PCT required registration of the scheme within their sustainability and energy usage regimes to ensure compliance.
- Timber frame building.
- Natural ventilation to the North facing side of the surgery, with low level AC to south facing side
- Extensive use of solar control film.
- Crushed and re-cycled aggregate.
- High levels of insulation and air sealing to reduce the carbon footprint.
- Sophisticated BMS system to monitor and control energy usage.
Key Challenges:
- Because the surgery was a fully fitted out scheme for immediate occupation by the doctors, Design and Build the documentation we prepared had to be prescriptive and concise yet allow contractor input.
- The contractual issues were very extensive and ran right through the contract due to the requirements of the doctors, the Local PCT and our client having to be co-ordinated and the liabilities being safely passed to the Contractor.
- Dealing with PCT infection control officers to ensure compliance with all NHS requirements.
- Handover procedures were very rigid and expansive, as the building was immediately occupied on completion from the contractor and became a "live" surgery within two working days.
